Math Question: The inequality w ? 1,500 describes the maximum weight in pounds, w, allowed by law in a freight elevator. Is a total weight of either 1,505 pounds or 1,600 pounds allowed in a freight elevator?

The inequality sign is missing, but since the next statement says maximum weight, it would be w<1500 pounds. Both 1505 and 1600 are w > 1500, so both of them are too heavy.
In the real engineering world, the 1505 might get lifted without an alarm, but the elevator should not lift with the 1600 pounds loaded on it.
