A dilation of four means each point on the new line is going to move four times faster than the one on the original line. It affects the 1/3 that is multiplying the x, or the slope. So 4 times faster then 1/3 is 4(1/3) or 4/3. If the line is also moved so it is centered at the origin, it means that the origin (0,0) becomes the y-intercept and the equation of the new line is y=4/3x.
